Meaning of "available" cubes in overview?

It just seems odd to me that for neurons that are finished, such as the IFLS neuron, the number of “available” cubes is approximately equal to the size of the neuron in cubes. Clearly these cubes aren’t “available” to players in the sense of needing more samples, although they can certainly play the neuron. It seems to me that if a neuron is finished, it should have zero available cubes, which would concentrate effort on the neurons that actually need more data. Or am I totally misunderstanding the meaning of “available”?

“Available” means how many cubes of the cell you can still color. If you finish a cube on a cell the available cubes counter is reduced by one. Some players eventually hit that limit on starburst and even on some J-Cells…
